Families First challenges and changes the fundamental assumption of welfare as we know it. Instead of an open-ended entitlement for anyone who qualifies, we are creating a program of time-limited assistance for people who want to work. Instead of signing people up to get checks, we're going to be offering them a contract--a Personal Responsibility Contract with the State of Tennessee. It is a contract that says, "we will help you make the transition to self-sufficiency, but you have to work; everybody else does."

The Families First plan is designed to strengthen families, improve the workforce and reduce poverty by:

Establishing firm, fair expectations of parents for work, for responsible parenting, and for supporting their children. 

Building a better workforce by requiring work, by offering educational and training opportunities, and by providing case management for families. 

Reducing poverty through work requirements, carefully planned benefit packages and transitional services.
